Both Category A and Category B employers must meet conditions related to paying skilled workers. Foreign workers hired through GTS must be paid at prevailing wages or higher. Labour Market Benefits Plan Employers wishing to hire skilled workers through the Global Talent Program must work with Employment and Social Development Canada (ESDC) to develop a Labour Market Benefit Program. The plan outlines the positive benefits foreign talent will bring to the Canadian labour market and the activities employers will undertake to encourage investment in job creation, skills and training. · Category A employers must be committed to creating jobs for Canadian citizens and permanent residents. This job creation may be direct or indirect. · Category B employers must commit to increased investment in skills and training for Canadian citizens and permanent residents. · In addition to the above-mentioned mandatory requirements to promise a positive impact on the labor market, these two types of employers must also commit to provide two other and specify the activities to be carried out.
